Why not give baby surname of SHAW? Baby baptised 8 Jan 1860 at Normanton St Giles, Derby. In 1861 census, not with parents, but registered with another family as "Nurse Girl".

Phoebe Shaw married John Newton 2 Feb 1860 at St Peter Derby.
